I am immensly interested in a Napoleonic-era wargame on
operational-tactical level. Sadly, all the games seem to concentrate
either on strategic or tactical level only; I am not interested in a
game in which the campaign map is divided into "provinces". Wargamer:
Napoleon 1813 seems to be the only game which allows the player to
direct his armies on a campaign map and fight the battles on the
tactical level (In HPS campaigns the operational level seems to be only
sketchy.)

Have you considered Crown of Glory ?
At the strategic level it's "provinces", but the tactical level is hex-
based.

I have bought it, but did not like it. The scope is too big.
Napoleon 1813 seems to be sold out, and does not appear even on ebay.

Yeah, I don't know how that works. I have the game so I've never needed to
know for sure. But if the game is "open", it would make sense that
prospective programmers could obtain the code via this site to participate
in the project, right?
And as Eddy said, contact the designer linked there. I'm sure you'll get
somewhere with it if that whole deal isn't too stale.
It seems that I will have to wait for a operational - tactical
Napoleonic wargame. Sadly, it seems that I will have to wait a long,
long time.

Maybe you could take a look at Frank Hunter's next project called
Campaigns of La Grande Armée - it's strategic / operational but will
allow you to import/export the data to fight the individual battles
elsewhere - on the tabletop or in a boardgame.
Again not exactly what you want, but as a Nappy nut you might be

From the README included with the sourceforge files:
At the moment only the Program C++ source code, and some of the graphics
required for the Resource File are included, thus it needs the original
CD to actually play the game. Enough is provided to compile all the
executables so as to upgrade the game.
The original game is still published by Empire Interactive, and they
have sole distribution rights on the original packaged product. Some
files on the original CD are copyrighted and may not be redistributed
without permission from the copyright holders.
It is intended that new scenario files and graphics will be produced
as part of the open source project, thus making a completely free version.
