SimCity2000: Military Base??

It seems I don't have what the military wants. Whenever my city's
population reaches 60,000, the military asks if I want a base located
in my city. I answer yes and they reply that they can't find a suitable
location. Does anyone know what they are looking for? My city is NOT
a nuclear-free zone. I reserved a space for them near a highway, near
the ocean with power and water supplied. What more could they want?

First, the base does not need city-supplied power or water. It provides
it's own power. As for water connection, it may be possible to supply it
AFTER the base has been built. Nevertheless, water isn't required at
all. Second, a military base needs a clear 8x8 tile area. Even if you've
reserved a perfectly sized 8x8 tile area, it probably won't reckognize
it, or will not find it suitable. You'll probably need much more free
space for the military base to locate. In addition, your terrain type
determines the type of base you get. All bases need flat land except for
the army base, which will build over slightly hilly terrain.

The simulator is so unpredictable that you may have to save your game
just before you reach 60,000 sims and go back to see if they'll find a
spot a second time. Good luck....

The military are looking for a site that is flat (more or less) and clear.
The problem is that the computer looks for suitable sites a certain number of
times and if it fails to find one then it gives up. This process is more or
less random, and so he best way to get a base is to keep as much as possible
of the cityscape clear.
Prescence (or abscence ) of roads, power etc. doesn't matter initially, but
the zones do need power after the site is chosen.
Military bases like everything but RCI zones do not need connecting to
transport systems.

You can't even do that. A military base won't allow you to build anything
on top of or underneath it, including water pipes and subways.

Military bases do not require power and in fact will not allow you to build
power lines (or anything else) in, above, or underneath the zoned area(s).
