As I recall, it's just like in Civ2. First you HAVE TO take them off the
farm. Citizens can only be a special type (no matter how many times you
click on them) AFTER you take them off of the plot of land they're on.
In the display which shows the city radius in the city info screen, click on
the citizen you want to remove from his land chores by clicking on the
appropriate square in the radius display. For example, click right on the
icon that shows how much grain/trade/production is coming out of a
particular square. That square will no longer have those production icons
on it and right away one of the citizens in your row of citizens will become
the default special type (I believe it's the entertainer type). Only AFTER
that can you click on the Elvis and cycle through the other special types
for that citizen only.
You can remove a citizen from the land and make him a special type any time
you want to. However, the younger your city is, the less you can afford to
cut into your food and shield production just to make an entertainer.
Once your city gets bigger than the number of land plots in its radius, all
your new citizens are "born" as entertainers and can be similarly modified.
Good luck, as its a fine balance between entertaining your people and
working enough of the city's land squares to keep them all fed.
