In order to build an on ramp, you must have a standard road (like
the kind that costs $10/square) that runs perpendicular to the highway.
The only place the onramps can be built are the four corners of where the
road and highway meet...

Also, the onramp takes up two squares, not one! That's two parallel to
the highway. One for the actual ramp up, and one for the intersection
(streetlight) between highway and road. Make sure you have two spaces
available.
