Medieval Total War: Compass and Master Shipbuilder

I know most Total War fans are probably playing RTW, but here's a MTW
question.
I'm playing as the English on a Glorious Achievments campaign on
Normal difficulty, the year is about 1280.
Gunpowder has been discovered and I've started my first batches of
gunners. I'm keen to build some Cogs to gain naval superiority but I
am unable to build a Master Shipbuilder even though I have a couple of
regions at Fortress level.
I am guessing the problem is something to do with the discovery of the
Compass. I remember it happening in a previous campaign on easy, but
don't recall it occuring in this campaign. Do I have to do something
to trigger it?
Also, when does a Glorious Achievements campaign end? The previous
campaign was total domination, which has a pretty obvious ending....
