Well as it turns out, I played out the whole mission without ever seeing a
nuke of any kind. My end total was 6 hrs, 3 minutes! Man, I would love to
know why Westwood made it a 'puzzle' to get a nuke.

Yup, I think so. I didn't seem to have any Nukes in my mission 13 (and I
believe I did pick up 2 of the 3 crates)

Not as if you need nukes in the last NOD mission anyway. Although
they would be kind of cool.
By the way: What is the win condition for the last NOD mission? I
thought it was to destroy all GDI. I did find some GDI putzes hanging
out in civilian buildings, but the game said "Mission Accomplished"
before I could kill all of them. What's the deal?

It seems that this is correct. I couldn't fire a nuke and judging from the
number of postings, a lot of others didn't either.

I'm playing as the GDI and I have successfully stopped NOD from getting
the crates in any and all missions in which that was called for. For
example, one of the early missions was to retrieve a crate of nuclear
rods that NOD had stolen. I've done all that.
So, why is it that NOD nuked me on the last mission?

It's possible that this is yet another bug we've just uncovered. Has anyone
here successfully gotten the nuke ability? (besides the Westwood guy/gal)

Are you sure? I've captured more than 1 crates (some of them money) in my
NOD missions, but I've never gotten the nuke option. What does it look like?
Is it something like the GDI AirStrike (appears in the sidebar)?
I'm sure I got the crates in 6 and 12, but forgot about 10...

I didn't get the Nuke option too, when I'd built the Temple of NOD in the
last mission but I can tell from multiplayer experience that the option
will appear in the right sidebar and behave just like the GDI airstrike
option: wait some minutes for availability then aim it.
The power of a nuclear warhead isn't too impressive. The radius of
destruction is just a bit greater than that of GDI air strikes but its
power is comparable to the air strike. And there will be no radiation
remain in that area. (Thanks goodness!)
