Syndicate Wars mission 8: HELP!

I know it's silly having to ask for help
on this mission when others can't seem to do
mission 20 ....

This is the Eurocorp mission in Rome where you have to persuade the
rogue agent. Although i've got all the money in the world and am
researching like i can't do no more i just can't get to the
persuardertron MK 11 in time. Hints or clues anyone ?

You don't need an improved persaudotron, a normal one will do (you don't
even have to buy it, you can pick one up in an earlier mission).

The trick is that the persuadotron gets more powerful as you persuade more
targets. So you can't persuade a cop until you have a few civilians
already, and militia, unguided & other agents are all harder to persuade. I
don't know the exact numbers, but it's like 3-8 for a cop, and 20-30 for an
agent... (I don't think you can persuade a zealot).

Basically, after destroying or persuading any potential threat to your
target (destroy any enemies in vehicles or zealots, and either persuade or
destroy all other armed opponents), persuade 30 or more followers, and then
go persuade the agent.
