3. When a factory says: 10 workers (10 needed) WARNING: poor access to
employees. What exactly does that mean? The factory seems to be
working just fine.
4. Do Oracles need road access and labor to function? How about the
Governor's villa?
5. Theaters who put on plays using "local actors" is this okay? Or is
there a professional
cadre of "thespians" my theater could attract?

I always wall them in and then later build a tower and just let the
ballista kill them all.

I don't know, they've never gotten to my population (see above).

It just means that there is not a lot of people living in the area .
While this normally is not a problem (all of the buildings in my
"industrial sectors" have poor access to employees", if you have a
worker deficit there is some risk that the building in question will
suddenly have no workers.

Not to function, but I think they need to be passed by prefects and
engineers to keep them from burning/falling down.

Don't know this one. I've never noticed a troupe of professionals
in my theaters, but I haven't been looking either.

I believe they will buy pretty much any finished product you have
stockpiled. They wont sell you anything however. They particularly seem to
like marble and wine.

Like most, I wall them off right at the start. Then either create a
ballista tower or a legion at your leisure to take em out.

I dont knwo for sure, but I would imagine it would depress the populace.
How would you like to move into a neighbourhood that regularly had all its 5
year olds eaten by wolves?

Structures regularly send out walkers to check that they still have access
to labour. So if your workshop or whatever is either a long way from
housing, or it is a convuluted path to it, you will get this message. If
the plebe searching for labour cannot find housing THE INDUSTRY WILL STOP!
(So you cant build some tents near a workshop, get the workshop running then
delete the tents.)
This also occurs when you first start the industry and the industry first
looks for labour. It will say that even when it has employees while its
"labour-searching-plebe" is still out walking.

Yes, they need to be within 2 spaces of a road. They dont use labour but
will require prefects/engineers.

Unless housing can be found by a walker, industry stops.
