This seems to be a bug/feature. If you banish a wizard who was zero MP
he is defeated instead of banished.

Not a bug...it is in the manual I believe. You don't get any mana
generated while you are banished, so if you don't have enough in your
bank account to cast the return spell, you can't come back.
That rediculous. You can still generate mana through alchemy. It
appears though the computer seems to believe that 0 mana = defeat, and
they don't bother to come back. Although technically not a bug, it does
seem like a lousy decision if a Wizard has lots of cities (and therefore
gold production) it doesn't try and make a comeback.

Well, I think the idea is that you can't do ANYTHING while banished,
since you are in another dimension. So, no alchemy. I don't know for
sure as I have never been banished myself, but I am guessing your alchemy
controls (and therefore the CP's alchemy controls) are inactive during
this period.
They aren't. I know, because I've been banished early in the game, and
used my gold production to come back.

I've observed that the CP needs to be both low in mana AND money to be
banished. There have been lots of times where I've bannished players with
zero mana and they've cast the Spell of return. I've assumed this was
because they had enough money to convert via alchemy. This may also
explain why Jafar (in the original post) needed to be banished "31 times."
He may have had a lot of money.
This does raise an interesting question about how the AI manages alchemy.
Does anyone know how (or if) the CP uses alchemy?

It does. I was playing around in a game where there was one weak wizard left,
who had 0 gold and mana. I gave him some money as tribute, and the next turn
he had about 2000 gold, 1000 mana.
