You have 178 of free RAM(!) or free disk space? The 4mb requirement is
the amount of free RAM that's needed to play SimCity 2000. Chances
are, if you have a machine with 4mb of RAM, and are loading lots of
device drivers and such, you will need to make some changes to your
system files or (better yet) make a boot disk.

SimCity 2000 should have come with a fairly good program that creates
a boot disk for you, installing only the drivers that SimCity 2000
needs. When you wish to play SimCity 2000, you insert the boot disk in
your A: drive, and reboot the machine. The configuration on the floppy
disk will be used instead of your original configuration so you'll be
able to play SimCity 2000 without having to actually change your
existing system files. Then, when you wish to go back to your normal
configuration, take the floppy disk out and reboot your machine.

I think the program is called "BOOTDISK.EXE" and it should have been
copied into the same directory as SimCity 2000. Later versions of
SimCity 2000 DOS can run the boot-disk program from the setup program.
run SETUP.EXE and one of the menu options should be "create boot
disk". I'd recommend running BOOTDISK.EXE from the DOS prompt however,
as I think there was a program bug in the way SETUP.EXE calls
BOOTDISK.EXE which may cause it to just plain not work.

Try use the option NO_MEM_CHECK.

Frank.

No, bad! Careful here. The NO_MEM_CHK bypasses the memory checking for the
program. If you're getting a "not enough memory" error, then disabling the
error message *will* start the program. For a while. After a few minutes, it
*will* crash because there simply isn't enough memory available. The
NO_MEM_CHK is there for your protection, and should only be used on 8M+
systems which run OS/2, where we need to bypass the memory-check option for
normal usage. It's a check, not a solution.

The simple solution is to make a boot disk with *NO* HIMEM.SYS or other EMS
memory manager loaded (EMM386, QEMM, 386MAX, etc.) Or (experienced users)
modify your CONFIG.SYS as appropriate.
