The only way I know how is to create settlers in the city. If you want to
transfer them to another city, you will have to do one at a time. Otherwise,
you destroy everything, just create settlers after settlers...... won't be able
to support each other. This way could be costly if you want to do this in a
hurry....

One method of quickly, cheaply destroying a city that I found is
to immediately buy the first (expensive) settler, then next turn
keep the production set to settlers, and disband this newly created
settler. You can then buy the next settler that turn for only about 60
coins. Just keep up this buy-disband-buy action until the city
is gone.

Civ 2 just asked me if I wanted to build these settlers as it would
destry my city. When I said yes they were built.

I think he's tried that and it didn't work - on Chieftan level you aren't
able to do this (to stop new players from doing it accidentally). Maybe
this is what's wrong.
I suggest getting it down to size 1, making sure you have a unit in it, and
letting an enemy attack you. Every successful attack on a city knocks off
one population, and as long as you have more defenders than there are
people, your opponent can't capture it.

If you already have Harpoon2 would I not recommend you to
buy the De Luxe version. The differents is....
* Two new battlesets
* Scenario Editor to make your all scenarios all over the world
* Some 100 audio clips (nothing much there)

What i normally do is let the city starve, then when its a 1 i just
build settlers, and they become NONE dudes (: Settlers are so helpful
when ye don't hafta support them (:

Usually, they attach themselves to the nearest city.
They only become NONE if they are far from any of your other cities or
are within an enemy's zone of control.

There you can read about the diferent versions of Harpoon II that are
presently available. A new version will soon be released called the
Admeral Edition. This will include a database editor. This will allow
you to add and modify platforms in the database. As for the Scenario
editor, if you are a registered owner of H2 you can get just the
editor. I would wait if I were you. It will only be a short while till
the Admirals edition hits the stores. On a side note it looks like
this version will still not contain the long promised modem, or net
play support. I for one refuse to buy an other 360 product till they
make good on their promise,
