MM6 - TOWN PORTAL NPC GUY?? WHERE IS HE?

I can't find that NPC that could cast town portal. Any ideas as to
where? Are they available in New Sorpigal, Ironfist, or Mist?

I could have sworn I saw one before.

I remember seeing a town portal guy in NEW HAVEN. Southeast corner I
believe, but don't hold me to that.

Wilma Cook is in a house west of the central fountain in Free Haven.

They are wandering NPC types. Which means that they get
randomized every time you visit the town or quit and load.
There are stationary NPCs available for hire, including
the gate master. Alas... the nearest one is in Free Haven.
