Here's the weird part... the next time I leveled up I put another point into
Natural Resistence and then my resistences jump up by the TWO levels?! It's
like the +1 skills don't take effect until you manually put another point
into it? I have verified this twice with my barbarian character using
natural resistence.
The other error that I notice is with my defense. As an example, my defense
did not go up when I put on the amulet. Even though my Iron Skin skill went
up by 1. When I leveled up again I manually put another point into Iron Skin
and it jumped my defense rating up TWO levels. When I save and exit, then
start another game, my defense has fallen again so that it was only
increased by 1 level!
Has anyone else had problem with +1 or +2 to skill items? They seem to be
useless for my barbarian. All that happens is my skill tree increases all
levels by 1, but I gain nothing until I level up and manually assign a point
to a given skill. Then that skill (and that skill only) jumps up by 2
levels. When I start a new game it has gone down 1 level again. So all I got
was the manual point I put in anyways! Something is bugged here big time.
What email address do you use to submit bug report to Blizzard?
Also, if I use both of my axes with +2 to all skills and my amulet with +1,
does that mean any new skill I put a point into jumps to level 6 right away?
It does do that on the skill tree but i don't seem to be getting the full
level 6 benefit. That is, the skill only seem to be working at the level 1
stats. I'm disappointed in these +skills items :-(

quite some time now. There is definitely something wrong. You should NEVER
be able to save/exit, start another game, and see that some of your stats
have dropped. I have this happen with Defense and Resistence all the time.
And it's because of the +skills items.
Anyone using a barbarian can reproduce this easily by doing the following...
Get an item with +skills for barbarian, put it on.
Your resistences will not change.
Level up, then apply 1 point to Natural Resistences.
Your resistences now jump up 2 levels.
Save/Exit and start new game.
Your resistences are down one level again.
This is very annoying and makes +skills items worthless for a barbarian.
Maybe it's just my character that is corrupt in some way? I don't know. All
I do know is that something is not working correctly, at least for me. If I
put on a ring that gives me +2 to all skills, I expect to see my resistence
jump up by 2 levels, my defense (iron skin) jump up by 2 levels, etc. And
STAY that way. Currently this does not happen. Something is wrong.

you'll see a few posts stating the same problem. Items with +skills do not

No, I noticed the same thing. Putting on a + to skills amulet had no
effect on my iron skin or speed or stamina, and seems to have had
ALMOST no effect to my sword mastery - I do 1 more point of damage.

Did you put any points in resistency before you used this +x to all
skills-thing? If not, the only thing that surprises me is that the tree showed
the points (on this skill); I thought it was a feature that +x to skills only
works for skills you've put a minimum of 1 point in. Imagine that
piercing-skill of the amazon suddenly working when you've based your tactics
on _not_ having this skill...

Only barbarian, only the higher mastery-skills? Since everybosy mentioned the
importance of these skills on NM and Hell, wonder if this is a bug or a
feature :-)

Yeah, it would be nice to know these thing BEFORE selecting your character.
Documentation on this game is pretty pathetic.
Yes, you must have "activated" the skill with at least 1 point previously in
order for a +skills item to work. However, they still do not work with Iron
Skin or Resistence. And maybe a few others. I wish Blizzard would clarify
this. I have emailed them but no response yet.
I can't belive that more people aren't complaining about this. One of the
most popular characters out there and +skill items do not work with at least
two of his best skills!

The Sigon's set shield (+1 to all skills) seems to affect iron skin
and natural resist.

My barbarian (L35) has iron skin and natural resistances augmented by
3 points each through various items (slayer's cleaver, amulett,
berzerker's hauberk). Works just as expected. The skill tree shows 5
and 6 points each.

I guarantee you this does NOT work. It is a known bug. Bring up both your
(C)har and (I)tem screen. Now remove one of your +skills items. Your
resistence and defense ratings will not change on your char screen. Yes, the
skill tree shows the increase correctly but it has no real effect on your
character stats.
