Arcanum -- getting into the Dredge at the Wheel Clan

I've tried every dialog option with the King's son, but he gives me no
option for permission into the Dredge. What have I missed?

You have to have a high intelligence to get the right dialog options, go and
buy a potion of intellect somewhere and come back.

I gave this a try tonight, but was surprised to find it didn't give me
any more dialog options!! The potion did take me from a 13 to a 20
intelligence, but that didn't make a difference in the dialog with the
King's son. I'm starting to wonder if it's a bug. Would there be any
other missions I should have accomplished to trigger the Dredge
permission?

Whenever I ask Virgil what to do next, he says we need to find the
King who has gone into exile. I assume I need to go into the Dredge
to find him, but maybe I need to find him elsewhere before I can get
into the Dredge?

Well, I'm answering my own question here . . .

I tried Rabain's suggestion, and got my intelligence up to 20 but I
must have had another stat that wasn't high enough. It just didn't
give me the dialog options. I finally realized I could temporarily
tell my friends to wait, and just approach the Dredge dwarf guard and
kill him outright. I hated to do that since I feel it was a cop out,
but my alignment stat (at 88) was surprisingly not impacted in any
way, so I went with it.
