Fallout 2: Help! Can't talk to Vic

After talking to Metzger, I ask if I can see Vic, he says sure but then when I
try to open the door, he gets pissed! I don't get the option to buy him either.
Is it because my charisma is so low? It's just average. Is there something else
that needs to be done? I've got the radio so I guess I can help Vic fix the
other one for Metzger but I can't get at him to talk.

Help anyone?

After Metzger gives you permission to talk to Vic, you need to talk to
the guard standing right next to the door. After that, he doesn't
complain anymore.

You need to talk to Vic's door guard after getting permission to see Vic.

Metzger's not interested in selling Vic until Vic repairs something.
