So I found a talkative slave by the name of Dahleena at the mines who,
after a little monetary persuasion, put me on to a secret ledger being kept
at the Govenor's mansion. In gratitude I free the slave and the one in the
next shack. I burgle the mansion and recover the secret ledger and return
triumphantly to the House Redoran counsellor (something Lerethi, can't
remember off hand).
I expect him to respond by taking the secret ledger from me once I bring up
the topic of the quest. Nope, he just repeats that I should look around
for a secret ledger. Helloooo! I have one right here! He also talks
about "halting production" at the mine, I think (not sure) this was a new
topic of conversation since giving me the quest.
Acting on info I saw in a previous thread I entered the following two
commands into the console:
set dahleena.slaveStatus to 0
dahleena->enable
...and sure enough, there was Dahleena again. This time we talked about
halting the mine and he/she/it assured me that if I set it free, all
production would cease. Tried that, no change in any NPC's texts, no
journal message.
Okay, I went around to all the slaves in the mine and set them free too
(they all said if I freed Dhaleena then no slave would work and the mine
would shut down, a hollow promise obviously). Nary a slave left at the
mine but nobody seems to notice and my councellor still wants both evidence
of corruption and the mines halted.
Is this quest broken or, perhaps more likely, did I break it by doing
something out of sequence? If so, does anyone know a way to fix it?

Apparently there is a bug in the game here. Once I have encountered, and
found a workaround for on the Morrowind forums (I haven't tested it yet,
haven't had the time...). In short: the bug is that you are supposed to
find the corruption, then report back to the quest-giver, who then asks you
to shut down the mine (which can be done by freeing the main slave...). If
you find the evidence and free the slave at the same time before talking to
the quest-giver, they get confused & you cant finish the quest, UNLESS you
talk to the slave again, find out who the "bosses" are, and kill them. One
or two are in the mines, one is where you stole the book/evidence from in
Caldera (taunt this guy if you want to keep it legal...). then report back
to the quest-giver...I've READ that this works...

Yep, that seems to be what's happened all right.

Okay then, time to taunt some NPC's into an untimely death!

Well that worked. Brute force is never pretty, but killing the two bosses
in the Govenor's Mansion was enough to solve the quest and get the fellow
to support my position as Councilman. I pretty much killed everyone at the
mine unneccessarily though. Oh well, slavers need to be bitchslapped.

There is also evidence in the form of a second ledger
that might solve this quest. I've used the ledger to coerce
the mine owner in an Alms collector quest. (the ledger is
in the Hlaalu manor in Caldera proper, not at the mines).
Yes, there is apparently some faults in this quest.
I never got the request to find a secret ledger, just to have the
mines shut down. Unfortunately, much earlier in the game, I had
visited the mines and free some slaves. So even though the mine is
shut down, the Redoran Councillor coninutes to ask me to h=go shut it
down.
Fortunately, there is a second way to halt mining. If you talk to the
workers and they like you well enough, you'll get some hints that
killing the removal of a couple of individuals may accomplish the halt
of mining.
Perhaps if you did this, it will clear the quest for halting mining
and get you back on track for the secret ledger.
