Potential Spoiler

Well, I have discovered a bug in the program, or maybe it is not a bug. Either
way, you can use to to your advantage.

Go back and find that trapper that you saved from the Toxic mines, the same guy
that taught the skinning gecko skill. Well, if you agree to listen to him about
gecko skinning again, your outdoorsman skill keeps going up 3 or 4 notches. Then,
after you end your conversation with him, just talk to him again, using the same
responses, and get your skill increase again. You can do this over and over until
you get sick of it, and each time, you will still get the skill raise. I got my
outdoorsman skill about 150% now, and doesn't cost a dime, although, I feel that
this is cheating, but it does allow me to pretty much decide what fights I do and
don't want to engage in. Karma doesn't go down or anything.

After this, start just randomly wandering around on the world map, and keep
wandering until you find a fight with robbers or anybody else attacking a caravan.
Stay on the caravan's side, don't bother them, and they won't attack you, but the
caravan guards will start fighting the robbers or whatever, and you can just sit
back, not even get involved if you don't want to. Then, when the caravan guards
take the other guys out, and they usually do, just walk up to the corpses, take all
their cool stuff, and they usually have some fairly nice weapons. Got myself a few
desert eagle 44's and some nice shotguns and SMG's via this method, and I had to do
absolutely nothing. Just don't get into fights you can't win, and Save VERY VERY
often.

Hope this helps.

Once you have decent weapons, you can just continue this strategy. Go down
around New Reno, and look for the encounter of mob vs yakuza. You get good
sniper rifles usually, which absolutely kick ass for doing eye shot
criticals.

Well all the stores at Fallout2 restocks every month whatever they are
selling and most (if not all, I haven't confirm this) have two sets of items
for sale. For a month it maybe the good set, the next month is the normal
set, etc. Example is the amenities guy at Vault City who will restock his
books every month. So once you got a store that sells your ammo, keep
checking back every month.
