It's based on how fast you walk. If you're moving at 40% speed or
less, you're "sneaking". You can do this automatically by holding
down a key in the view-based interface. If you're using the
Arena-style interface, you can either try to keep the speed down
manually or just crouch down, which automatically limits your speed.
(Although you sometimes end up looking at people's shoes when you
fight them.)

are you sure about this? Did you look it up from the hint book? I
noticed that when I use my assassin, I could walk fast undetected by
enemies. I also notice that I could sneak better in the dark and with
encumbrance number real low. I just want to know the "official" criteria
it checks.

I thought you had to keep the "sneak" key pressed in dungeons to raise
your stealth level - but then I found out that stealth goes up just
walking normally. My newest character, lvel 7, can sneak up on about
half the othe rfolks now.
Interestingly, I once spent an entire fatigue bar bashing at a locked
door with my longsword while jumping in the door frame (jumping in
door frames reduces annoying and time wasting bounce on screen) and
what I got was advances in jumping and stealth. I reapeated the
experiment to clear previous activity. Same result. Apparantly
doing anything in a dungeon that would be noisy improves your ability
to be quiet?

If you're using the Arena-style interface you can keep the speed down
by keeping the mouse close to the center of the screen, or (easier) use
the arrow keys to move. They move at 40% speed which is considered
sneaking.
