Hi!

I can buy the spellbooks i Celeste, but where do I learn the skill??

You learn the skill where you buy the books, but you must have completed
both the promotions for the particular class (ie become Priest of Light
or Archmage) before you get the option. Not sure, but you may also have
had to pass the Halls of Mist test as well.
Incidentally, you can only learn the skill if you chose the light path,
but if you can buy books from the guild then I guess you did that.

It's bee a long time, but as I recall you get given the skill by the head
good guy after doing a task(s) for him? He should be in the castle in
Celeste.

Nope. He only grants you membership in the Light Guild after you finish the
Halls of Mist quest. Afterwards, just buy the skill in wherever you can buy
the books.
