They have 'no skills to offer', but are called XXXXXX the stone-cutter
and YYYYYY the carpenter. I think you're probably looking for the wrong
thing. They may be in Castle Ironfist as well, but they are definitely
in Free Haven, conveniently located in houses near the ruined temple.

I found both in Free Haven by talking to every wandering townspeople. I
actually found two stone cutters before I found a carpenter.
I found both in Free Haven by talking to people in two of the five or six
buildings closest to the temple.
One of them has a green hat.

Wandering townspeople are randomly generated every time you enter the map.
If you can't find the people you need, just leave the map and return, and
there will be different people around. You can also re-load the game, and
get different people, but that's already borderline cheating.

Interesting to know, but the people he needs are _always_ in a house in
Freehaven. One of each type in one house each.

There is (at least) one of each living in houses in Free
Haven. One is very close to the temple, and the other isn't much
further.

I have the MM6 "hint encyclopedia" :-) It says that it's guaranteed
that there are at least two of each in Free Haven. Just cast a
Wizard Eye then, run around and right click on everyone. It really
should only take a couple of minutes that way. (note: I had to wait
until dark for one of them to start their shift walking the streets.)
This isn't actually how it works. Until you leave the map, or reload
the game, the people around don't change. The people can be found more
easily just by looking in their houses, and they're always there.
