Only person I've found Oblivion =doesn't= work on is the developer of
the spell himself - he seems immune.

no he's not - kick his a$$, then wait for him to get up again (you can
steal stuff from him or from the room). After he gets up, he's mad and
won't talk to you. kick him again, but this time cast the spell while
he's still on the ground - when he gets up, he's ok with you.

Nope, doesn't work anymore (if it ever did). he just goes on about 'see
about that next time' .. unless the spell missed, of course. 8>.

It does work on him, or it did for me. The best way to complete the
oblivion quest is to make someone attack you, ie. by stealing their stuff.
Then beat them down. Then talk to them to make sure they are pissed at you,
then use oblivion and talk to them again to confirm that it worked.

SPOILER
Heh. After you have thrashed Valentino, go talk to Rupert (or is it Regis),
the guy near Matteo's shop, but not his apprentice. Then go talk to the
Tavern owner, near the Temple, where Valentino hangs out. Great quest.
