No, NPCs cannot wear armoor. They are stuck with the
armor they come with.

In fallout 2 could they just add a line to the dialog where you tell
Ian or whoever is with you to use the best armour they have just like
you could tell them to use the best weapon. I hated having an extra
combat armor watching him get wasted.

No doubt. has anyone ever made it through with Dogmeat alive? I
vowed to do this, but it became impossible when the rockets and chain
guns turned towards me.
I liked not having to control my NPCs, actually, and generally thought
it worked o.k. But not being able to equip them with better armor was
disappointing (uh, except Dogmeat), and it was silly the way they acted
to blindly loyal to you --i.e. sign Ian up, then attack Shady Sands and
he'll gun down his friends with the rest of you.
The Ultima 7 series had the best NPC sophistication, both party members
and otherwise, although even then party members hit each other too often
-- uh, and the food requests....

I also liked not having to control NPCs. Though I would have liked more
options into guiding their actions. I would have liked to see more
intelligence from the NPCs..8-), I mean that if you decided on doing
something against their nature they would split or shoot back, if they
killed an enemy they should get experience. Imagine having to outshoot
your NPCs to get experience.

I got through the game with all the NPCs alive. Due to my great
strategy, with a small, inconsequential amount of help from the fact
that my character could fire three aimed turbo-plasma shots per combat
round <grin>.
