Does anyone know how to increase spell points or WHEN they increase?
They don't appear to change with level; I am a level 4 spell sword, and
still have the same spell points I started at. That doesn't help when
I want to cast anything other than the most basic spells. If anyone
knows about this and can help me, please respond. Thanks.

Spell points only increase if you add to your intelligence when
raising levels. I think a Spellsword gets 1.5 times his INT score, so
if you have a INTof 50 your spell pts. are 75. That's why it's best to
play a custom character. Then you can choose the 3 X INT in spell
points advantage. Another way to drop the cost of spells is to create
trainer spells and then spend time practicing. If you want more
information on this email me or read earlier posts. You could also
use Alta Vista and do a newsgroup search with Daggerfall +spell
in the criteria.
When you "Level Up" you get some attribute points to distribute
(Strength, Intelligence, Luck, etc). Just use (some, most, all) of
those points on INT. Spell Points are derived directly from your INT
rating. When you double your INT, you double your Spell Points.
Also, as you get better in the various "schools of magic"
(Illusion, Alteration, Destruction, etc) - spells using these schools
have a lower cost. So a spell that currently costs 350 SP - you would
normally never be able to cast. But as you improve in the magic
categories, the spell cost will drop substantially.
You can also get / make items that increase INT (and SP
indirectly) or increase SP directly.

If you need more SP, then the next time you advance in levels allocate
your bonus stat points to INT. Spell Points are a function of intelligence,
whether they're .5x, 1x, 2x, or 3x for a spellsword I don't know offhand.

Spell points depend on INT, which you can only increase permanently at
Level increase time. You can give yourself a temporary increase by
using items that increase INT, and then sleeping, but those items will
wear out quickly. You can find, buy or make a magic item which gives
you extra spell points at various times. This will also wear out, but
not as quickly by my observation.

This is a spoiler from the heart of Bethesda so read on with caution!
While you can get magic items which increase you INT, there is a longer
route that can give some really intresting results, especially if your
clever and extrapolate this out to other applications. You can create a
spell that raises your INT within the spell maker. The trick is to make
a spell that is really cheap to cast and use the methods described
elsewhere to increase your Restoration skill. Once you get a high (80 -
90) skill you can create a new spell that has a really long duration, but
low cost. You can actually create a spell that will last days or even
weeks, then whenever you rest you'll get spell points in relation to your
enhanced INT. I'll not give away any more, but then again I've already
given you everything haven't I?!

This is not necessary if you have absorb spell and create a low
level (cheap) damage area at range spell and precede the name of
the spell with a "$" symbol. My spell $Zap is a 1 point damage
area at range spell and when I cast it and make the save, I
absorb the full number of spell points but it only charged me 1/3
of the spell points (thanks to the $) so I just cast it and
charge up my mana for free. You absorb more than it cost.
Who needs intelligence when mana is free?

The problem with relying on cheats is that they may go away with
any new patch, including patches that you might need to be able
to play the game...
What Don said was part of the design of the game and should continue
to work even with future patches...

pshaw, you need to _cheat_ to whomp everything you see!? Ha!
I, Prince Rob the Psycho Vampire have no such needs! I use my
raw power, do not wear any armor whatsoever, and even use a
sword that is low damage vs everything! And I still whomp
everyone! My items are merely enchanted with some Repairs
(doesn't crash me, I'm lucky I suppose), extra mana all
seasons, Ancient liches, feather weight, and one +50% carrying.
And when I get really angry, I pull out Carentas.
When Carentas goes Snicker-snack, you die! Muhahahahahaa!
I hope in Tes 3 I'll be able to burn down some cities. Ahhh,
now that would be a challange!

Don, I have tried increasing WIL to shorten my learning curve in
magic skills, aka the on-screen description of WIL (governs . . . the
ease of increasing will-power related skills). A short-term increase
caused by casting Modify WIL, which only lasted during the actual
practice spell-casting, didn't seem to help. So I figured the spell
points lost to increasing WIL problably offset the possible gain.
When I tried a magic item to increase my WIL it broke the first time I
slept. Again, no accerated learning was observed.
Was I on the right track?

I higher intelligence is still necessary to be able to cast more
powerful spells. In other words, if the new spell you want to make
costs 150 mana and you've only got 100 max with magic items, you still
have to wait even with all the free mana in the world.

This is actually part of the main quest sequence. If you haven't been
sent on this quest, the goal probably isn't in place. If I were you, I'd
leave Castle Sentinel alone until you're asked to go there. Remember
how to get through the force bars, 'though.

It isn't at all. When you advance in level, you have about 4 or maybe
5 points to apportion. Since my character is a battlemage, I gave all
of the early points to intelligence until he was at 100. There may be
a magical way to temporarily increase your intelligence but I haven't
tried any. When you get to a high enough level, you can use the Mage's
Guild (and possibly a Temple) to enchant items that will give you
extra spell points.

A trick I used in TES:Arena: Create a spell to boost your intelligence to
100, carry around some spell point potions. When you need to cast that
really big spell, you can have 300SP, for a while. Now I just use custom
characters that start w/ 75 Int. and jump it to 100 right quick.
Alternatively, the Oghma Infinitum did wonders in Arena. Wonder if it's
in Daggerfall...
