The reason I ask this is that my original party (which I eventually
abandoned) had an elven valkyrie who had 26 bonus points; she had a
dexterity of 18 and a speed of 16. I never saw her dexterity rise
above 18 through maybe eight levels.
While natural level changes will never raise them above 18, If your stats
are already at 18, the usage of ankhs on these stats will increase them up
to 20. The only exception is vitality(ie. ankh of youth), which after 18
will just lower your characters age by 1. Ankhs don't show up all thAT often
in the game accept when you meat Dame Ke-Li near the end.

So does that mean I shouldn't raise any of my characters' stats to 18 during
character creation? In general, is it better to distribute the extra bonus
points relatively evenly or to build up one stat? Would a character "waste" a
stat increase that he or she was "supposed" to get during a level-up?

Your levels garnered from experience will stop at 18, but through the
use of ankhs and similar magic enhancements you can raise particular
primary charateristics above 18.

I always put them where they will help with the first profession change.
(Profession changes cause stats to drop to race/class minimums, but a
character that has had a number of profession changes will be *far*
more powerful in the end).

They increase to 18 naturally, but items can increase them to 20.
In Sky City you can buy items to increase most stats to 20.
(You cannot buy items to increase intelligence, though).
After switching to the final profession I try to get my characters up in
level to get the many advantages of a high level. Note that the experience
required to level grows exponentially at first, then goes linear at
about 600k/level.
A Monk or Ninja with high ninjutsu will have a *huge* armor class advantage
over any other class. Ninja are great front row fighters and few weapons
can improve on what they can do with their bare hands.

Stats can be raised to 18 when gaining levels.
The max stat, however, is 20. 20 can only be reached by getting
certain bonuses like in the witches caves or in the secret school
or by invoking certain items' special powers.
