Fallout 2: Hidden Perks (Spoilers)

Okay... I just took a look at the Falche2 editor and saw a bunch of
perks that I never seen before. Can enyone give me a hint as to how to
get the Expert Excrement expediter, Dermal Armor, and Pheonix Implant
type perks? I didn't see these anywhere and I'd really like to get my
hands on them. Pleae don't tell me exactly what to do to get them or
what they do - just some hints, thanks. : )
BTW, I just thought of something - is the Expert Excrement Expeditor
gained by shoveling Brahmin shit in Broken Hills? Heheheee...

For this, you need some science skill, and a high doctor skill. Access a
medical computer on the first floor of the Vault city vault, and then
search for medical information. If your doc. skill's high enough, you'll
learn something new. Then go talk to the vault doctor.

I did this but he won't talk to me about anything.

Maybe there's a doctor around who isn't quite so scrupulous? Maybe in the
courtyard?

Given how he suggested it comes with extra ugliness, I think I'd prefer a
professional. Say in SF. Well, save and reload if you get ugly for L1
implants. Then go to SF.
