It was a turn based, post-apocolyptic tactical game where you command
each member of your team individually. They could be prone, kneeling
or standing up which was important tactically. If you positioned your
man directly under a roof, you could reach up and crawl onto the roof.
Line of sight was a consideration (i.e. if lying prone on the roof,
your vision was limited depending on how close to the edge you were).
Like fallout 2 you had to manage your weapons, ammo, etc. I am
starting to suspect it was a DOS game which is OK. Does this ring a
bell with anybody?

You can't climb onto roofs in Fallout Tactics so I am fairly sure he is
talking about Jagged Alliance2. Which you can buy and download on Steam for
$19.95.

I see how someone could remember it as such, especially because of the
location and optional "alien mode".

Huh? Roof battles were quite common. One whole mission was based
around them. Or did you mean you can't climb up from everywhere
around the edge of a building?
I purchased Fallout Tactics at the same time I purchased JA2 and while
I have never played it, it looks great too. So it like getting a
2-for.
The final frosting on the cake, is that I have an old Win98 machine
that was mostly just sitting around and both games run great on it.
(don't know if there would be issues running them in WinXP, but now I
don't have to worry.)

I run Jagged Alliance 2 with the v1.13 'unoffical community' patch on my XP
system without any issues. And have found the additonal weaponry, improved
enemy AI and extra options, while making JA2 a much more difficult game
(especially when you're just starting-out and are very weak), a good
expansion. Especially as almost all the stuff added can be switched on or
off in the .ini file if you don't like the new additions.
Haven't tried fallout tactics on my XP system - but it is installed on my
old win98 system. Which shares a mouse, keyboard and monitor with my xp
system using a Belkin switch.
