I think I've tried everything, I don't have much magic yet either. Help!

Yeah, seems I'm so caught up in this game I forgot to tell ya what game it is,
I'm trying to kill some Harpies for a quest in Daggerfall. Thanks.

Use Hand to Hand or just find some Dwarven Weapon

If you're getting a message that says 'the material of your weapon is
ineffective' (or something like that), it means that you need a higher
quality weapon to do any damage.

For harpies, you need at least Dwarven quality; steel, elven, silver,
and iron won't work. If you have an ebony dagger, that will work.

(Many of the higher level monsters can only be hit by Mithril or
better quality weapons.)

If you haven't found any high quality weapons as loot, go shopping in
the better stores in a big city such as Daggerfall. Higher quality
weapons seem to show up more often as you go up in levels.

Note: some weapons look the same no matter what they're made of, so
make good use of the info button. I started killing harpies with a
store bought Dwarven staff. The only reason I found it was because I
was clicking for Info on just about everything; the Dwarven staff
looked exactly like all the other staves.

You can also use your bare hands, which (others have reported) will
hit any monster.

As far as your magic: if you increase your magic skills, then you'll
need fewer spell points to cast spells that use that skill. For
example, raising your Restoration skill will make healing spells
easier to cast. Any time you cast a spell, it counts toward
increasing the related spell; casting spells just before sleeping is a
great way to practice.

Killing Harpies take a Dwarven quality or better weapon.
