Fallout 2: Submarine?

I completed the quests to convince the Shih to let me speak with their
"emporer," which turned out to be a computer. The emporer gave me several
options to try, and one had to do with probabilities. One probability it
gave was the probability of the submarine appearing before the end of the
game = 0. Is this good or bad? Did I futz around too long out in the
wilderness waxing enclave patrols + other baddies? It seems that I
eventually must get the tanker ship running to reach the enclave (I think
I have all the stuff to do that - like the "tanker fob" and some circuit
boards), and perhaps meeting a submarine with the tanker would be a bad
thing.

Is there a time limit in general with this game? I have heard you can
keep playing after the ending. Should I wait until then to entertain
myself with wandering the wilderness and terminating waves of bad guys?

there is no submarine available at the game.
time limit exist, it's 13 years, but if you finish the game, you can
play it as long as you wish.

It's a joke. There's no submarine in the game. IIRC, if you ask for more
and more predictions you'll see that a lot of them are silly.

No time limit outside of what certain sidequests might have.

The shi are descended from the crew of a submarine. I think the reference
in the predictions is just to let you know not to go looking for the
original submarine of the shi as a means of getting to the enclave.

No there's no submarine. It's a joke -:)
There's no timelimit and you really can play after the ending. There's some
problems because people don't do as they should, but there's also some new
things to do after.
What you do after that is your own pleasure. There's still mutant and bad
guys to shoot.
