MM8: Spoiler request, Great Wyrm promotion

I've got the sword of Whistlebone. In fact, I got two. I killed them
twice. Now all green dots of dragon hunters on the Garrote Gorge
become yellow dots. The dragon inside the cave still said they are not
all killed, and won't promote my dragon to great wyrm. Do I have to
kill all the dragon hunters inside the fort as well? Or, is it a bug?
The quest only mentioned that I only need to kill the hunters on the
map and retrieve the sword.

Yeah, the quest is misleading. You do, in fact, have to kill all of the
hunters in the fort in order to get promoted.
