I have just received details of the fix for this problem from Bob at RC Simulations in the UK:
1. Install the 3DAGS and select the S3 800x600x256 colour driver for use with the Diamond Stealth 64 2MB DRAM card.
2. The installation will fail complaining about the file IALS3.GRA.
3. Exit the installation.
4. Change to your C:\ATP directory.
5. COPY IALS31.GRA to IALS3.GRA
6. COPY IALS31.GRA to CGA1.GRA
7. Edit the CONFIG.ATP file and modify the DISPLAY= line to read:
DISPLAY=CGA1
..and all should be well!
Once again, thanks to Bob at RC Simulations in the UK for this fix.

I had the same problem but ended up resolving it by freeing up some space on my hard drive.
This seems to happen during installation and had to open up about 9 more MB... much more
than it needed, but it solved the problem.
