Kingdom Og The Far Reaches.How do you find Skylar?

I would be very grateful if someone could help me with kingdom Of The
Far Reaches. I cannot find Skylar! I gather I need to get the tide
control from the Waterfalls first but have not achieved that either !
Where is Skylar's temple? How can the waterfalls be coaxed to give up
the Tide Control.
Please help
