You can't solve the combination in the standard way. Instead you have to bust
the lock. Do you have a tool in your inventory yet that might do the trick? If
not, you'll have to go and locate one.

Even once you've done that, however, you're not done. The tumblers are exposed,
but you still can't get the safe to open. You have to line up the tumblers so
there is a space between them and the edge of the door. (Position the top
tumbler and work your way down.) Once they're lined up, the door should open --
except that they slip out of alignment when you try to turn the handle.

Now you'll have to think of some way to stop them from slipping. Hint: Take
another look in your inventory.

It seems to be the case with this game that people with higher end machines had
more problems than us middle-enders. I have no idea why. I have a P233 with an
8Mb Voodoo2, and I only encountered one bug in the whole game (the lock up
talking to Olivia in the Blue Casket Bar).
