I don´t know either what it does, but my guess is the following;
As some parts of the plot of Blade Runner (for example the suspects
being replicant or human) change every time you play it, the creators at
Westwood might have one plot possibility they like the most.
So you could possibly activate that plot with the checkbox.
Well, just a guess...

I seem to recall a posting to this group a day or two ago that indicated the
"developer's cut," (or is it "designers cut") was a device for trimming down
the dialogue considerably. Apparently the idea is to improve the pace of
the game for those playing it the second, third, fourth, . . . . Nth time.

Like the directors cut of BR did not have voiceovers the "Designers Cut"
checkbox disables voiceovers in the game. I do not know if it does
anything
beside that.
hope this helps

Just me speaking but an adventure game looses its value if it
somehow forces me to play it over and over again to observe different
behavior, different characters, or a different ending. How
significant are these changes, i.e., do you get any value out of
playing it all over again? What value do you get? Ripper was ruined
IMHO because of the different endings scheme just to just to have
every major character turn up to be the killer.
