Far Cry 2 - Act 3 "meet reuben at the marina bar" BUG

This is about Far Cry 2, v1.02 PC

There IS a bug that Ubisoft is NOT acknowledging and many others are
experiencing. It is in Act-3 where you get a phone call to "meet
reuben at the marina bar" (aka Mike's Bar at the marina).

Also, the aka for this bug is the "88% bug" because it occurs when the
game is at this point.

The main-mission marker is there. The bug is you cannot get into the
bar.

Ubisoft support sees this as a 'hint' issue and will not respond. We
players see this as a bug because from everything we know (including
reading the Journal) the only thing we are to do is go the bar, but
the game acts as if there is something else we need to do before we
can get in. Our problem (see threads in links) we cannot figure out
what ELSE we should do other that just go to the bar.

In my case, this is the 3rd time I've played. The first 2 I had no
problems at the 88% point. Also, the first 2 times I played I did the
UFLL missions first, then the APR, in each ACT. This time around I
did the APR missions first. But since players have the option on
which faction missions you do when, this should NOT have 'broken' the
game; and if it the sequence did, then this is a bug.

So far, the Forum has no workable fix for the PC version. Note that
console players have the same problem.

Anyone in the wider community have a solution?

I finished this game on the original 1.00 version and didn't have an
issue.

I suppose it only affects the 1.02 version?

Go to the wepon shop first and buy a weapon, then the BAR opens for
business.

Note from my ordinal post I did not have the problem the first 2 times
I played. So weather or not you have had the problem as of yet does
not mean you will not later.

That's one of the fixes suggested in the forum threads I referenced.
Did that, did NOT work.

Note, even tried resting (safe house) for several days. No joy.

I do note that the message about the meeting includes a warning about
'hostiles' (?) but only one shows up at the marina and waking him does
not fix the problem.

I suspect that there should be other hostiles, but where in the hell
are they? I walked to the marina and did not get attacked once.

I even tried walking around the area, including the town, and was not
attacked (with the exception of once at the marina).

That did work for me... I didn't even realize I'd experienced a bug.
Found the bar closed, went to the gun shop, then found the bar open
when I went back.
