I also think that Sierra received some flak for this...and as the recent
Starsiege shows (150 plus pages of material), they're giving gamers a
substantial printed package.
Hate to break this to you but there is no manual. Earthseige 2 was
released at the time when Sierra wasn't creating manuals because they
thought they were a waste of paper. There is a minimal help file
provided (not much use while you actually play the game, of course), but
that's it.

Believe it or not, I just finished Earthsiege II. The help is quite
useful due to the lack of a printed manual. You can access the help
via the usual windows "upper-right" button. If you are playing full
screen, rather than windowed, just move your mouse up to the upper
right, and the buttons will appear. Definitely read the sections on
weapons choices and weapons chains.
