Depends what you mean by 'better' of course and what kind of racing
interests you. rec.autos.simulators has many discussions on this. I'd vote
for Grand Prix Legends, myself.

Not on the PC, not outside of the pure-SIM category (i.e., Nascar 4,
GPL, etc.). The next best PC arcadish-but-semi-realistic game is
Mittown Madness 1 (better than the sequel IMO).
On the PS2 you might enjoy GT3 and GTA3.

There are more realistic games, but not many walk the fine line
between fund and simulation like Porsche Unleashed.
If you're up for a rally game, Colin McRae 2 is kind of similar... Fun
to play, but the cars still act realistically enough to be believable.
I'd love for EA to do another in the "Unleashed" series. Ferrari would
be great, but I'd still jump on it if it was Ford or Chevy...
Actually, Chevy would be pretty damn cool with Yenko Camaros and new
stuff like the Z06 Vette.

Motocross Madness 2 is great.
Online play on The Zone is great (believe it or not), and there are a
ton of extra tracks and goodies available online.

Mercedes Benz Truck Racing is another good one - good graphics and physics
plus sensible length races.
Nascar 4? I haven't played GPL though (can you purchase it any where
now a days?). But they are both real sims and can't tell if that is
what you are looking for.

Stakes had killer cars and a financial system for you to get even better
cars and easy to buy "kits" that upgrade your car. Trade in your old one for
additional cash. Race for pink slips. AND ... if you were out front by 25
seconds, you still had to focus on the game hard because if you hit a wall
or something, it caused damage that you would have to pay for.
High Stakes, to me personally, was the high point of NFS.
Only my opinion. Many others disagree. But I sure did love it.
Just curious, what is the multiplayer like in NFS? I could definitely go for
another driving game to play over a LAN, and i agree CMR2 is a lot of fun,
worth checking out.

There are lots of better driving games on the PC. Apart from graphics
quality I think PU is not all that good. Are we talking arcade driving games
here or simulations?
PU is an arcade driving game and not much of a simulation. If you are
looking for a simulation that blows PU away then one only needs to load up
Nascar4, Grand Prix Legends, F12001, GP3, even Sports Car GT is better and
there are others I haven't listed.
You might want to give Dodge Viper a try. You can find it in some bargain
bins for cheap too. It's done by the guys who did Nascar Heat and is
published by Sierra.
EA's Superbike 2001 is very good.
