I really don't see much Goat Simulator there. Rather, it looks more to
me like a remake of "Jaws Unleashed" from the early 2000s, but
-setting and avatar aside - the core concept isn't much different from
the old Carmageddon games: offer the players a wide-open well-realized
world and let them wreak havoc on the inhabitants.
Jaws Unleashed was quickly forgotten partly because it had such poor
controls but largely, I think, because rampant mayhem - while fun in
short bursts - was not enough to carry a game. In Carmagedon, for
instance, the fun of the free-form mayhem was bolstered with the
addition of a racing mechanic. In Jaws Unleashed, it was basically
just kill-n-destroy and that got tiresome very quickly.
It is unclear how Maneater is going to solve this problem: giving a
shark "missions" to complete (or races) would feel very strange.
Possibly Maneater is intended as an asymetric (4-vs-1) multiplayer
game, where one player takes the role of the shark and the other
players are hunters or victims, which might work better. Of course,
that's already been done (see "Depth") and besides, the trailer for
maneater featured a lot of NPCs in the background.
