Yes, we have no QIWS

I'm working on sending some distributions of various types through email and
want to use CPYTOPCD to convert the data but I get a 'Library QIWS not
found' when I run the command. The command processor points to a program in
QIWS but there is no QIWS library on our system. We are on V5R1. I read
where some stuff was moved from QIWS to QSYS in the later releases. Is this
a PTF issue?

I would take a look to make sure that Client Access is installed correctly.
I am also on V5R1, and when I look at the objects in the library I See:

QIWS is the 5722SS1 option 12 Host Servers Library.
It's on one of your OS/400 CD en you must install it.(no charge)
