Detecting if TCP-IP stack is active and running

Hello. I've do some search, but i wasn't able to find hint about my prob.

I have a program taht sends data over a Socket (thanks to Scott
Klement's tutorial on Socket) and i need it to start at IPL time, when
the TCP-IP Stack is not available.

I want to be able to check programmatically if the TCP-IP stack is up or
not, in order to wait for the TCP-IP to be up and running before
attempting to open the socket (so i'll know that if the socket won't
open it isn't because the sistem is still starting up).

Any hint wull be appreciated. thanks

The best solution would be having your program act as a user defined
server and register it as an autostart tcp-service with
ADDTCPSVR AUTOSTART(*YES)
command.
Otherwise test errno EUNATCH (3448) at socket creation time, and
wait/retry until the protocol bacaome available.
