I love to help but I don't quite understand the question. Let me know
if this is what you are asking? Since you have V4R1, the version of
OS/400 does not have DNS support, but like all OS/400 versions since
V3R2 there is a place to enter the IP addresses of up to 3 Domain Name
Servers.
So, are you asking if you change or add to one of those addresses, do
you need to IPL the AS/400? If that's the question, then to the best
of my knowledge no, but you will need to end and restart TCP/IP.
That's how it works with OS/400 V4R1.

I think what Darryl was saying is that you cannot change DNS servers without
restarting TCP/IP. But if a name entry is added to or changed in an existing
DNS server, then the AS/400 will find it more or less just as any other
system would.
On v4r1, you change DNS servers by taking option 13, 'Change remote name
server'. This requires ENDTCP/STRTCP.
But this is not the same as having an entry updated in DNS.

Do you mean that for V4R1 better way to catch changes in DNS entry is -
instead of CHANGE the entry to DELETE it and CREATE it again ?

You can reload the DNS via the Oooops Navigator after making a change.
As far as cache of upstream entries, that's a function of the settings
on the DNS entries created by the remote DNS. If what is being asked
here, is can I add a new DNS entry and implement without restarting, the
answer is I believe yes. Even if you restart, it can be done from Ops
Navigator in seconds without affecting anything else.
Most ISP's develop a procedure of making DNS changes during the day and
refreshing the DNS at night. If you cycle the DNS you lose its cache so
you don't want to shut the darned thing down if at all possible.
Check the Ops Navigator and look for a reset option.
