IBM has a product caled RJE (Remote Job Entry) that
allows a JCL stream to be sent to the mainframe and placed
in a job queue.
Well,
I know that it is possible to submit jobs from an AS/400 to a VSE/ESA
system via NJE. The SBMNETJOB command allows this.
It is also possible to submit a job from a VSE system to a 400.
A good example specific to VSE and the AS/400 is the redbook:

I'm sure there are other books for VM and MVS as well.

also, IBM FTP server for MVS can accept a job stream as input and
submit it for you. Just normal FTP from as/400 with a few quote
commands.
