STRPDM not found in LIBL
How do I change (edit) the startup program without PDM on the system?
I'm assuming it's not installed since I was logged in as QSECOFR and
still couldn't find it.

I've been in this situation myself a number of years ago. My technique
was to:
1. RTVCLSRC for the startup program to a source member of my choosing
2. Copy the "original" startup program object to another "safe" place
(just in case)
3. Download the source with Client Access to my PC
4. Edit the file on the PC (pick an editor)
5. Upload and replace the member
6. Compile the revised program

EDTF can edit stream files, program described database files, and source
files.

PDM is a license program you have to buy. It is a development system and
user interface to make things easier. It displays lists of sources, starts
SEU and the matching compiler by typing 14 in front of one and such things.

I'm not sure this is true. I thought SEU (and PDM, RLU, SDA) are part of the
Application Development Toolset product. On my system, all these commands are
in library QPDA and then get copied to QSYS.
I'd be surprised if you find STRSEU anywhere on a system that doesn't have the
57xx-PW1 product licensed.

If you have 5769-PW1, you should have SEU along with the following:
PDM (Program Development Manager)
SEU (Source Entry Utility)
SDA (Screen Design Aid)
RLU (Report Layout Utility)
DFU (Data File Utility)
FCMU (File Compose and Merge Utility)
ISDB (Interactive Source Debugger)
Application Dictionary Services
Aplication Development Manager
I did not see any way in the ITSO handbook to order SEU separately.

2. Create a physical file that you can change with UPDDTA
CRTPF FILE(QTEMP/QSTRUP) RCDLEN(80)
3. Copy the source to the physical file
CPYF FROMFILE(QCLSRC/QGPL) TOFILE(QTEMP/QSTRUP) FROMMBR(QSTRUP)
MBROPT(*ADD) FMTOPT(*CVTSRC)
4. Do your changes
UPDDTA FILE(QTEMP/QSTRUP)
5. Copy the source back to the source file
CPYF FROMFILE(QTEMP/QSTRUP) TOFILE(QGPL/QCLSRC/QSTRUP) TOMBR(QSTRUP)
MBROPT(*REPLACE) FMTOPT(*CVTSRC)
6. Create the program
CRTCLPGM PGM(QGPL/QSTRUP) SRCFILE(QGPL/QCLSRC)

Another way to use a PC editor via CA/400:
1) In Client Access Properties, on the Network Drives tab, add file
extension MBR in the section "File extensions for automatic EBCDIC/ASCII
conversion. (this is a one-time setup).
2) Map a network drive to the AS/400:
Right click on Network Neighborhood->Map Network Drive.
In the Path box, specify something like:
\\myas400
\\myas400\QSYS.LIB
3) Start a PC editor - eg WordPad - and use the std open dialog to open
your source member. For WordPad it would be File->Open, and in "Files
of type:" select "All Documents (*.*)". Find the network drive assigned
in step 2, then drill down to the file and member, eg MYLIB.LIB,
QCLSRC.FILE, QSTRUP.MBR and open it.
4) Change the source member as desired and save it.
I believe this method only uses the "no charge" parts of CA/400.
Also, you can leave the IBM-supplied QSTRUP program as is, and change
the QSTRUPPGM system value to specify your program:
WRKSYSVAL QSTRUPPGM

since R360!
