The filesystem on the as/400 is a unix/linux file system. You can't encrypt this filesystem. You can however secure access to the file folder down to a group or user profile. Do ensure that the Q profiles are not limited or that folder may never be backed up. My suggestion would be to add a group profile, create a user as part of that profile and allow (by group profile) anyone that may need to access it for business reasons.
