CWBLM0011 License Management Error (huh?)

Anyone know how to get rid of this error?

I get it when trying to start PC5250 session with AS/400 A, but not with
AS/400 B. Other people don't get it when connecting to AS/400 A or B.

Environment -- Win2K, Client Access Express (both clean installs -- no
upgrades)
Both connections using vanilla TCP/IP

I'm stumped....

Re-install CA with Anti Virus disabled, if this doesn´t do the trick
then a scratch install of PC will be neccesary

Actually, I found that just deleting the specific AS/400 Connection item (in
Operations Navigator) and re-adding it works also.

The help for CWBLM0011 claims this is indicative of a defect, and
indicates the expected "recovery" (such as it is) is to start history
log and detail trace (if not already started), reproduce the problem,
and contact IBM Support.

To clarify, no upgrades of Client Access Express... do you mean there
are no service packs installed?

My understanding is there is a service pack and PTF for Client Access
Express running on W2K. I have both loaded on my laptop and the only error
I get is on disconnect. I am sorry I do not have the numbers for PTF or
service pack, but they can be foound at the IBM iPTF page, and I have not
loaded them yet.

By 'No Upgrades' I meant that both Win2K and CA-Express were installed from
scratch. (not upgraded from prior versions)

I have installed the service pack that was required for CA to function in
Win2K.

FWIW -- I also read the help text, turned on History Log (no relevant
messages were logged), turned on Detail Trace (plenty of messages, but
nothing intelligible to me).

I have since discovered that deleting the re-adding the AS/400 Connection
item clears the problem (sounds like an internal counter is not being reset
correctly, but deleting the item forces the reset)
