What kind of IPL did you run ? A, B, D ?
Do you have logical partitions on the server ?
Do you know if they were preloaded ?

This machine have an HMC?? It appears that none of the partitions
have been configured.

It is not unusual for a new Power6 server with HMC to be delivered
without any pre-loaded software. This is infact the default in the
configurator tool we use when spec'ing the server. It you have access
to the documentation regarding the system config look for an item
called 5000 Software Preload Required
Either way it sounds to me like you will be loading IBM i from scratch
