I want to access my as/400 using a telnet application on a port higher than
1024
Is this possible since telnet is native on port 22 ??

Telnet uses port 23 as its well-known port, not port (which I think is for SSH
which the AS/400 or iSeries does not support).
Here is a post from the comp.sys.ibm.as400.misc newgroup about changing the
services table to reassign the Telnet port:

On the newer versions of the operating system, and I think with a PTF
on some of the older ones, changing the service table entry will
change what port number the telnet server uses.
To try this, end the telnet server. Go into CFGTCP. Take the option
to configure related tables. Go into the services table. Change the
port number for telnet to what you want it to be. Start the telnet
server back up. You can use NETSTAT *CNN to see what port telnet is
listening on. Use F14 to show the numeric port numbers.

There were some additional postings that indicated that this method
would work on V4R4 and later systems and that it might work on
older OS/400 releases with a PTF (no specific PTF mentioned).

Why do you want to change your telnet port? If for security, don't give
yourself a false feeling of 'being safe' when you transfer telnet to a
non-wellknown port. An nmap scan will reveal any open ports (with
protocol) so it would delay a malicious visitor only for a few minutes.
If you're interested in security, accessing your iSeries over the
internet or similar, think of VPN routing or use SSH to your firewall,
forwarding the Telnet port through the SSH tunnel.
