You can force NetServer access to be re-enabled by issuing a CHGUSRPRF
on the user profile in question. What I didn't know was how to
determine (using a 5250 session) if a profile was disabled for
NetServer. Until today I always had to fire up Navigator to
troubleshoot such issues.
I had to call IBM today for help on an iSeries Navigator issue so I
asked them about it. There is a menu - NETSRVCMD/NETS - that will be
present if you have the following licensed program option installed...

To check for disabled users either...
==> netsrvcmd/WRKNSVUSR
-or-
==> addlible netsrvcmd
==> go nets
==> select option 12
Right now it tells me "No disabled NetServer users to be displayed."
so I don't know if you get an option re-enable disabled users or
what. But it sounds like what I was hoping for - something I can use
from my trusty green screen.
