FTP problem when using the QsyCheckUserFunctionUsage API

This message displays in the Job log when using the FTP command to FTP
into a system.

Exception CPF228A occurred when calling API QsyCheckUserFunctionUsage
for FTP Applications Administration function QIBM_QTMF_CLIENT_REQ_0.


Has anyone seen this CPF228A before? If so, is there a resolution?

I believe that indicates the attempt to start a client FTP
session is restricted; i.e. not allowed to the requesting user.

The CPF228A is related to the Functional Usage restrictions that
can be imposed on users for access to registered functions. The
OpsNav "Application Administration" has an effectively equivalent
feature as WRKFNCUSG command.
