It means (with more than 90% probability) that you have problem
with IPL source.

I suspect you got sticky disks in your AS/400. To check: power off
AS/400 and than power on. 20-30 seconds afterward you'll hear very
unpleasant noise for 2-3 seconds. If you'll see this symptom and your
system on warranty or maintanance agreement ask IBM to replace disk

sorry: this is the rest of the solution:
If you are not on Warranty or MA - try to repeat power off/on several
times
until noise dissapear. If it will not help and you are not afraid to
perform
manipulations with AS/400 hardware - pull out IPL source disk from
AS/400
and put it into refrigerator, but not freezer (it's NOT JOKE)
for 20-30 minutes. Than plug-in disk back into AS and IPL it.
Everything should work perfectly. We did it 2-3 times.

Once problem fixed NEVER power off your system for more than 2-3 hours
until you are ready to replace disk.
