IBM support says they have a 'known issue' with the 3581-H23 not vary'd on
at IPL and suggested we are add a "vary on" command to our Qstartup.

Change the device description to be varyied on at IPL time.

So you can vary it off and on after you IPL with no problems??
Try the startup program route, I would look for PTF's and or maybe
your missing something at the microcode level that needs to be put on
the device.
